The short answer
If water comes up through the floor waste when a toilet flushes, stop using water: the drain past the room is blocked. If it rises when the basin drains, or just pools, the floor waste trap or its pipe is blocked. If it only smells, the trap has usually dried out. Don't tape over the grate or pour in drain cleaner.
